Hi Lisa,
there are so many photo editing programs around that it is difficult to point out any.
'The' standard program for photo editing is Photoshop - commercial and very expensive. There are less expensive versions like Photoshop Elements which will do for 99.9% of all editing jobs.
An overall good editing program for you really depends on what you want to achieve and on the time you plan to spend to learn about it...
For most members here, the build in features of something like FastStone http://www.faststone.org/FSViewerDetail.htm will be enough. (Nice fast program)
For your specific question it would not work because you would need a program which supports layers. (Please make a Google search for 'selective colouring').
The most advanced free editing program is Gimp. <--- dot and no questions allowed. http://www.gimp.org/ difficult to master but with tons of add-ons and free chances to let it grow.
Paint.Net http://www.getpaint.net/index.html has a workflow narrow to Photoshop and is a neat program.
Without knowing what you really need it is difficult to give a tip. If you allow an advice - the freeware programs have become that good, don't spend any money before you have tested some of them. Even if you plan to buy a commercial product - the serious ones do all have test versions which you can download for free and use 30 days or so with some restrictions.
Have fun with editing. It can become a great hobby

Hello and welcome.
You will find many threads on this topic it you search using the box at the top right.
The BASICs are that Adobe Photoshop is the industry standard. It comes in many versions from Elements to the latest full version CS6.
there are many other both purchase-able or free.
the complexity varies and it is a good idea to begin with a free one such as Faststone or Picassa to see how you get on.
best of luck.
Kind regards,
Chas.

I think you are referring to 'selective colour', where you can turn a pic to b&w then have one section of it as a 'pop' of colour.
As said, there are many threads here on the subject already and also many programs, free or otherwise. I use PaintShop Pro X2 and it does more than all I want it to, including selective colour. It is very user-friendly and extremely reasonably priced.
